Regarding the country’s rapidly growing labor demand, this trend stands in stark contrast to the current situation, in which Cambodian have been fleeing the country in search of employment, resulting in a severe labor shortage. Population of migrants working abroad amounted to 1,235,993 ​(Report of Annual General Meeting 2018, Ministry of​ ​Labour and Vocational Training). Not only that, migrants have faced numerous challenges, including human trafficking, labor exploitation, detention or non-payment for working illegally, and, in the worst-case scenario, death. These factors prompted CTEP to establish an employment program in 2015 to assist migrant/returned workers and rural youth in obtaining employment and technical and vocational training that will equip them with a reliable and specific skill set, as well as advantageous working conditions and a decent standard of living. CTEP collaborated with the National Employment Agency (NEA), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), partner organizations, job centers and technical and vocational training institutes, provincial/municipal/commune authorities, and villages to disseminate and invite companies, factories, and enterprises to conduct on-site recruitment interviews.

OUR OBJECTIVES

To offer vocational training and guidance to villagers in rural areas and the migrant workers returning home from overseas to find factory and farming jobs in their own country. To provide opportunities for rural government officials to visit and learn to help villagers find jobs in multinational companies operating in urban areas.

Our strategy is based on collaboration and community-based cooperation. CTEP does not establish centers or offices on its own; rather, we provide equipment and consultants in close collaboration with commune chiefs, schools, businesses, and other non-governmental organizations. Our objective is to ensure that target groups have accurate, transparent information about the job market, enabling them to plan their careers appropriately.

Sub-program for vocational training and support for TVET

CTEP acts as a facilitator in identifying and recruiting the appropriate companies and TVET students. Additionally, we work closely with TVET schools to develop relationships with private companies in order to develop the necessary labor market curriculum.

CTEP Recruitment & Outsourcing

Since 2015, Cambodia Team for Education Program Organization (CTEP) has expanded its service beyond education to include employment in order to meet the needs of job seekers in the villages with which we work collaboratively and thus contribute to the villages’ well-being. We’ve been recruiting jobs for migrant workers, rural youth, and medium-low skilled workers, and we’re always looking for people who need jobs or want to advance their careers. CTEP has successfully placed 5396 workers in 4899 manufacturing industry placements, 176 service industry placements, and 321 vocational student placements.







CTEP organizes / co-organizes authority meetings, recruitment events, and capacity and skill training in collaboration with the National Employment Agency (NEA) and the private sector, such as factories and hotels, to connect the above two sectors with rural job seekers. We have conducted over 90 job recruitment events to date, including five factory tours in Phnom Penh; and established five training centers in cooperation with different relevant partners such as Voluntary Service Overseas organization (VSO), schools, and community learning centers.
